Late last month Silicon Valley Power flipped the switch to free WiFi across the city of Santa Clara through it's smart-grid system. This is apparently the first deployment of it's kind and over 5,000 connections are expected each day. Don't expect breakneck speeds--it will be slower than your Comcast Cable or DSL connection--but you can't complain about the price.
The network is called SVPMeterConnectWiFi
I have not been able to connect to it from Rivermark, but perhaps you will have better luck (I am hoping that they are not finished rolling it out).
